Becoming a civil servant almost never requires a specific university major, but it usually requires clearing a competitive gate no amount of general talent alone gets you past: a written examination, an assessment center, or both, often prepared for over a year of dedicated study.

    General university degree

    3–4 yrs

    Almost any bachelor's degree qualifies to sit most countries' civil-service entrance exams; law, economics, public administration and political science are common but rarely mandatory, since most systems test general reasoning and knowledge of government rather than a specific major.

    1–2 yrs

    In the most competitive systems, candidates spend a year or more in dedicated coaching, often through private academies — India's Delhi-based UPSC coaching centers and South Korea's gosi cram schools are large industries in their own right — studying general knowledge, current affairs and a chosen optional subject.

    Junior grade rotation

    3–5 yrs

    New officials typically rotate through two or three postings — different departments, regions or functions — to build the generalist competence civil-service systems traditionally prize over narrow specialization.

    Senior civil service

    10+ yrs

    Reaching permanent secretary, director-general or equivalent rank means competing against peers across an entire ministry or government for a small number of top posts, the closest the profession has to an executive track.

University tuition aside, the entrance exam itself is usually free or low-cost to sit, but in the most competitive systems — India, South Korea, France — a year or more of private coaching to prepare for it can cost several thousand dollars, a real barrier despite the exam's formal openness to anyone.

The direct-relevance major

Covers government structure, policy analysis and administrative law directly, giving graduates a head start on both the entrance exam's general-knowledge sections and the drafting work senior posts require.

Law

Grounding in the rules officials apply

A law degree is common preparation almost everywhere civil servants must interpret and apply statute, and it is close to mandatory for entry into judicial or regulatory branches of the civil service.

Economics

Standard for finance and policy ministries

Finance, trade and central-planning ministries recruit heavily from economics graduates, and economic reasoning increasingly features in entrance-exam general-studies papers even outside those departments.

Political Science / International Relations

For foreign and interior ministries

Common preparation for diplomatic and interior-ministry tracks, giving grounding in comparative government and international institutions that generalist entrance exams often test directly.

Civil Services Examination (UPSC)

India

Run by the Union Public Service Commission, this three-stage exam — preliminary, main written papers, and interview — selects officers for the Indian Administrative Service and other elite cadres from well over half a million annual applicants, with a final selection rate typically under 0.2 percent.

National Public Service Examination (Comprehensive)

Japan

Administered by Japan's National Personnel Authority, this exam is the standard entry route into Japan's career civil service, testing general knowledge, specialized subjects and administrative aptitude before agency-level interviews decide final placement.

Concours (INSP entrance examination)

France

A written and oral competitive examination that selects the small annual intake of France's senior civil-service training school, historically one of the most consequential single tests in French public life for determining a graduate's entire career trajectory.

9th–5th Grade Public Service Examination

South Korea

South Korea's tiered national civil-service exams (gongmuwon siheom), administered by the Ministry of Personnel Management, remain so competitive at the lower grades that hundreds of thousands of candidates sit them each year for a small fraction of available posts.

The other way in

Lateral entry from the private sector

Some governments now recruit outside specialists — data scientists, engineers, former executives — directly into mid- or senior-level civil-service posts without the traditional entrance exam; India formalized this as a distinct 'lateral entry' scheme for joint-secretary-level roles starting in 2018.

Political appointment (non-career route)

Systems with a spoils-system legacy still fill a defined slice of senior posts by direct political appointment rather than competitive exam — the several thousand US 'Schedule C' and other appointed positions listed in the Plum Book change hands with every incoming administration.
