The captain's labor market is the most globalized of any licensed profession: wages on international ships are set in US dollars by worldwide collective agreements and the balance of supply from a handful of seafaring nations, not by the cost of living where the master happens to hold a passport. An Indian and a Polish master on identical ships earn nearly identical pay — a statement true of almost no other job on this site.
The other defining feature is the rotation. Sea pay looks high partly because it is compressed: many masters are paid handsomely for the months on board and little or nothing on leave, and the true annual figure depends on how much of the year they choose — or their company requires them — to spend at sea. What the market has offered for a decade, and increasingly offers now, is leverage: the world is short of senior officers, and masters know it.

The world is measurably short of people qualified to command it: the BIMCO/ICS Seafarer Workforce Report counted about 1.9 million seafarers in 2021, found the supply of STCW-certificated officers already tens of thousands short, and projected a shortfall in the region of 90,000 officers by 2026. Senior deck officers — chief mates and masters — are consistently the scarcest category, because they take a decade or more to grow and cannot be hired from any other industry.
Supply has shifted decisively east and south: the Philippines, Russia, Indonesia, China and India supply the largest shares of the world's crews, while the traditional maritime nations of Western Europe, Japan and North America produce fewer officers than their fleets and shore industries need — which is why an experienced master's certificate doubles as a passport to shore careers in pilotage, port management, insurance and regulation.
Demand for command is least secure at the bottom of the ladder and most secure at the top: automation and shore support will keep shrinking crews and junior berths, but every reduced-crew and remotely supervised ship concept still assumes scarce, highly experienced masters — aboard or ashore — to carry the judgment and the legal responsibility. The queue for the fourth stripe is getting shorter, and the people wearing it are getting harder to find.
