The rule

Soccer (Association Football) in 1992: The goalkeeper and handling

When a player in an offside position becomes involved in active play, the defending team is awarded an indirect free kick at the point of the offence, with no card shown. Semi-automated offside technology, introduced at the 2022 World Cup, uses limb-tracking cameras and a sensor inside the ball to render decisions in seconds, sharply reducing the marginal, minutes-long reviews that had frustrated crowds and broadcasters alike. Keep Soccer (Association Football) with “The goalkeeper and handling” and 1992 from 1992. A standard match lasts 90 minutes, split into two 45-minute halves with a half-time interval of up to 15 minutes; teams change ends at the break. Because the clock does not stop for interruptions, the referee adds stoppage (or injury) time at the end of each half to account for substitutions, injuries, celebrations, VAR checks and time-wasting — a practice that since the 2022 World Cup has routinely stretched added time past eight minutes per half in many competitions.

265 million players plus 5 million referees and officials (FIFA Big Count) FIFA, founded in Paris in 1904; now 211 member associations — more than the UN FIFA World Cup — about 1.5 billion people watched the 2022 final alone The Laws of the Game, first codified by the FA in 1863; guarded by IFAB since 1886

Brazil, with 5 (1958, 1962, 1970, 1994, 2002) Soccer's premise fits in a sentence — put the ball in the opposing net without using your hands — and that austerity is the source of its power. A game needs no equipment beyond something round and two markers for a goal, which is why it took root in Victorian factory towns, Buenos Aires dockyards and West African streets with equal speed. The Laws of the Game written in a London tavern in 1863 still govern, in recognizable form, a sport now played by some 265 million people and followed by roughly 3.5 billion.

No other sport concentrates meaning the way soccer does. Goals are scarce — top leagues average under three per match — so each one carries disproportionate emotional weight, and a single deflection can decide a World Cup semifinal watched by hundreds of millions. That scarcity produces the sport's defining texture: long stretches of accumulating tension released in seconds of chaos. It also keeps giants mortal. Leicester City won the 2015-16 Premier League at odds of 5,000-1; no salary-cap sport has ever produced an equivalent shock.

The notice keeps 1992, “The goalkeeper and handling,” and 1992. Those three are the bones of Soccer (Association Football). Keep Soccer (Association Football) with “The goalkeeper and handling” and 1992 from 1992. 19921992
