The rule

Soccer (Association Football) in 3: Kickoff and restarts

The object is simple and unchanged since 1863: score more goals than the opponent within the allotted time, using any part of the body except the arms and hands. A goal counts only when the whole of the ball has crossed the whole of the goal line between the posts and beneath the crossbar, with no prior infringement. The team with more goals when time expires wins; a level score is a draw unless the competition demands a winner. Keep Soccer (Association Football) with “Kickoff and restarts” and 3 from 3. Play is governed by the seventeen Laws of the Game, maintained since 1886 by the International Football Association Board (IFAB), on which the four British associations and FIFA share votes. On the field the referee is the sole authority, aided by two assistant referees, a fourth official, and — in most elite competitions — the Video Assistant Referee. Only the goalkeeper may handle the ball, and only inside their own penalty area.

265 million players plus 5 million referees and officials (FIFA Big Count) FIFA, founded in Paris in 1904; now 211 member associations — more than the UN FIFA World Cup — about 1.5 billion people watched the 2022 final alone The Laws of the Game, first codified by the FA in 1863; guarded by IFAB since 1886

Brazil, with 5 (1958, 1962, 1970, 1994, 2002) Soccer's premise fits in a sentence — put the ball in the opposing net without using your hands — and that austerity is the source of its power. A game needs no equipment beyond something round and two markers for a goal, which is why it took root in Victorian factory towns, Buenos Aires dockyards and West African streets with equal speed. The Laws of the Game written in a London tavern in 1863 still govern, in recognizable form, a sport now played by some 265 million people and followed by roughly 3.5 billion.

No other sport concentrates meaning the way soccer does. Goals are scarce — top leagues average under three per match — so each one carries disproportionate emotional weight, and a single deflection can decide a World Cup semifinal watched by hundreds of millions. That scarcity produces the sport's defining texture: long stretches of accumulating tension released in seconds of chaos. It also keeps giants mortal. Leicester City won the 2015-16 Premier League at odds of 5,000-1; no salary-cap sport has ever produced an equivalent shock.

The notice keeps 3, “Kickoff and restarts,” and 3. Those three are the bones of Soccer (Association Football). Keep Soccer (Association Football) with “Kickoff and restarts” and 3 from 3. 33
