The rule

Soccer (Association Football) in 1863: Cards and discipline

Soccer (Association Football) is reduced to one rule in 1863: “Cards and discipline.” The figure to remember with it is 3. A popularity ranking of players is not that figure. Separate kit, time, and the foul. Needing only a draw before some 200,000 at the Maracanã, Brazil lose the deciding match 2-1 to Uruguay, Alcides Ghiggia scoring the winner. It remains the archetypal World Cup trauma.

The simplest game on Earth, played by hundreds of millions and argued over by half the planet. Roughly 3.5 billion fans — comfortably the most followed sport in the world 265 million players plus 5 million referees and officials (FIFA Big Count) FIFA, founded in Paris in 1904; now 211 member associations — more than the UN

FIFA World Cup — about 1.5 billion people watched the 2022 final alone The Laws of the Game, first codified by the FA in 1863; guarded by IFAB since 1886 Brazil, with 5 (1958, 1962, 1970, 1994, 2002) Soccer's premise fits in a sentence — put the ball in the opposing net without using your hands — and that austerity is the source of its power. A game needs no equipment beyond something round and two markers for a goal, which is why it took root in Victorian factory towns, Buenos Aires dockyards and West African streets with equal speed. The Laws of the Game written in a London tavern in 1863 still govern, in recognizable form, a sport now played by some 265 million people and followed by roughly 3.5 billion.

No other sport concentrates meaning the way soccer does. Goals are scarce — top leagues average under three per match — so each one carries disproportionate emotional weight, and a single deflection can decide a World Cup semifinal watched by hundreds of millions. That scarcity produces the sport's defining texture: long stretches of accumulating tension released in seconds of chaos. It also keeps giants mortal. Leicester City won the 2015-16 Premier League at odds of 5,000-1; no salary-cap sport has ever produced an equivalent shock.

“Cards and discipline” for Soccer (Association Football) in 1863 carries 3. That figure is not a star’s rank.1863
