Civil Servant in 1905: Qing China abolishes the imperial examination
The work of Civil Servant is summarised as 1905’s “Qing China abolishes the imperial examination.” The figure beside that summary is 1. A salary line in a job advert is not the job. The US Pendleton Act ends the spoils system
Government's permanent, exam-selected staff who administer law and deliver public services — the machinery that keeps running as elected officials come and go. A civil servant administers the law and delivers public services as a permanent, professional employee of the state, distinct from the elected or appointed officials who set policy above them. Ministers and presidents change with each election; the civil servant who drafts the regulation, processes the benefit claim, or issues the permit stays in post, carrying institutional memory and technical expertise across administrations of every political stripe.
The role is genuinely ancient. China's Sui dynasty began selecting officials by written examination rather than birth around 605 CE, a merit principle Europe would not adopt for well over a millennium. The idea resurfaced piecemeal — Prussian administrative reform, British and American reactions against patronage — before Max Weber described the fully formed type in the early twentieth century: rule-bound, hierarchical, impersonal, and precisely because of that, resistant to favoritism.
Today the job spans everything from a village land registry clerk to a finance ministry official drafting national budget rules, and pay, prestige and job security vary enormously by country. What unites them is the same tension this page keeps returning to: software already automates much of the paperwork a civil servant processes, while the legal authority, public accountability and case-by-case judgment behind that paperwork remain stubbornly human.
